I. The quantity of imported paper will increase significantly. Domestic enterprises producing high-grade paper will adjust their product prices accordingly to meet the challenges. The profit margin will further decline, and paper consumers will benefit from it

due to the reduction of tariff, imported paper has more competitive advantages; At the same time, China's accession to the WTO has enabled China to open its markets to more than 140 countries and regions around the world, which will attract foreign enterprises to pay more attention to China. Some enterprises that originally had no business dealings with China in papermaking are attracted by the development prospects of China's paper industry, and will also have more business dealings with China in papermaking with the participation of foreign exhibitors, For example, the office of a European company in Shanghai has been conducting paper sales in China since this year. In addition, due to the global economic downturn, foreign paper-making enterprises have difficulties in local sales. These enterprises are bound to increase their sales to China as an important means to get rid of difficulties. Therefore, some domestic enterprises that produce high-grade paper will face a more severe test in this year's living environment under the condition that last year's "business is not very easy to do"

II. The implementation of foreign investment plans in China will be accelerated, and the proportion of medium and high-grade paper in the industry will be greatly increased

at present, foreign investors have expressed their intention or formally applied to the relevant state departments for more than 10 paper projects that require the wholly-owned production of high-grade products in China, and the production scale of each project is 300000 tons. According to Vittorio Pellegrini, director of IIT graphene laboratory and chairman of the administrative committee of graphene flagship company, if all these projects are completed, about 5million tons of high-grade paper will be added, This will greatly change the product structure and industry competition situation of China's paper industry. Although whether the development of foreign-funded enterprises can monopolize China's paper industry is a major concern of the industry, the relevant departments will speed up the examination and approval of these projects after China's accession to the WTO. A number of foreign-funded projects that have been planned for several years can separate the bonding materials again, and are expected to enter the implementation stage from the beginning of this year

III. The "combination of forest and paper" for many years has been called for to enter the implementation stage with the support of national policies. A number of paper-making enterprises with forest bases will become the main force of China's paper industry

the state will issue a series of preferential policies to strongly support the development of the forest paper industry. Within ten years, the national interest discount loans and the resulting commercial investment are expected to reach more than 200billion yuan. The two bottlenecks restricting the development of China's paper industry, namely, the lack of fiber resources and the shortage of funds, will be broken through. A number of enterprises supported by the state will greatly improve their competitiveness. However, in terms of the specific operation of the project, the relevant parties still need to be cautious. The lessons of the failure of some pulp projects built during the Eighth Five Year Plan period should be used for reference by the latecomers. In particular, the forestry construction period is long, and the huge competitive pressure faced by enterprises is at hand. Therefore, for some enterprises, it is worth paying attention to whether the remote water can solve the near thirst. As commercial investment institutions always invest in "excellence" and "strength", domestic enterprises that fail to meet the "combination of forestry and paper" standard as a mandatory national standard will be difficult to win the favor of commercial investment institutions in the future. The differentiation between the advantages and disadvantages of domestic enterprises will be accelerated, and the "national team" lineup of China's paper industry will be determined soon

IV. the industrial intensity will be greatly improved, mergers and acquisitions under the influence of capital will become a boom, and the industrial competition pattern will change significantly

first of all, small enterprises will be eliminated due to environmental protection policies, and production enterprises with less than 20000 tons of straw pulp as raw materials in some regions will also be closed. Secondly, foreign investment projects and projects to be invested in China in recent years are mostly large paper mills with a scale of more than hundreds of thousands of tons, which objectively depresses the living space of small and medium-sized enterprises and improves the industry intensity. Third, the development prospect of the paper industry and the "shell" resources of the existing paper listed companies have attracted the attention of capital. After the intervention of capital forces, through mergers and acquisitions, the intensification of the industry will be improved. In the past, mergers and acquisitions were mainly carried out in the paper industry. However, due to the lack of capital support, there was little action or no settlement. For example, several paper mills discussed mergers several years ago, but after all, there was no result because of the equal power among enterprises and no one was convinced. Now, under the guidance of capital forces, a number of organizations outside the industry will join the paper-making enterprises and increase the construction and transformation of the enterprises, which is expected to become the leading force in the industry.
